The Position

Under direction of a Division Manager, or a Senior Engineer, the Associate Engineer performs field and office civil engineering work related to the planning, design, construction and maintenance of City and regional projects, and programs in the area of capital improvement and land development:

  • Serves as plan check engineer or project manager on projects, including defining project scope and selecting consultants; negotiates contracts, change orders, and amendments; prepares and monitors project schedules; monitors, reviews, and coordinates project design and construction;
  • Coordinates projects with businesses, utilities, and other City departments. Conducts field and construction evaluations as needed;
  • Ensures contractor compliance with contract documents and time and budget estimates; recommends field changes;
  • Ensures compliance with design, specifications, plans, estimates and reports, and the development and modification of City infrastructure;
  • Reviews civil and related studies as they relate to new development and provide input and/or coordinate with consultants to provide peer review for special studies;
  • Prepares plans, specifications, and estimates for projects;
  • Prepares a variety of written materials, including staff and engineering reports for engineering projects and advertises for construction;
  • Coordinates projects with activities of businesses, utilities, special districts, and other City departments;
  • Serves as City representative at meetings and promotes department and/or City objectives;
  • Responds to complaints and assists in solving problems related to construction or City plans; interprets plans and policies; confers with and provides information to property owners, contractors, engineers, consultants, and the general public on conformance to standards, plans, specifications, and codes;
  • Maintains accurate records and files; and
  • Performs other duties of a similar nature or level.

Example of Duties

  • Plans, organizes, and directs engineering work in connection with traffic signal and striping construction, traffic studies, signal maintenance, and improvement projects.
  • Prepares and supervised the design of engineering plans and specifications for the construction of street channelization, street lighting, traffic signals, and other public works projects.
  • Prepares and supervises the preparation of traffic studies and reports. Reviews studies and reports prepared for City projects and private development projects.
  • Reviews environmental documents and lead the development of mitigation measures related to traffic, transportation, and civil engineering.
  • Attends meetings and conferences; prepares reports and makes presentations to the City Council, commissions and other groups related to traffic engineering.
  • Performs traffic operations center maintenance and operations.
  • Prepares grant applications and pursues funding for transportation projects.

Education and Experience, and Other Requirements

  • Equivalent to graduation from a four-year accredited college or university with major coursework in civil engineering curriculum or a field related to the area of assignment;
  • Three (3) years of professional engineering experience; and
  • Must possess and maintain a valid California class C driver’s license and a satisfactory driving record.

Desirable Qualifications

The ideal candidate will possess a combination of any of the following:

  • Extensive experience in the design and management of public improvement projects and development including managing budgets, preparing reports, making presentations, managing projects under construction including working with inspectors and contractors, negotiating change orders, and understanding of the public contract code;
  • Knowledge of Auto-CAD and/or ESRI-GIS, Synchro and SimTraffic, and Microsoft Office;
  • Possession of a Civil or Traffic Engineer license in the State of California.
  • Significant experience in any of the following areas:
    • Installing and/or operating and maintaining automated traffic management systems.
    • Interpreting and implementing requirements of the California Manual on Uniform Traffic Control Devices and other relevant codes and standards.
    • Developing, implementing and maintaining traffic signal timing plans for coordinated corridors.
    • Installing, managing, and troubleshooting local area communications networks.
    • Intelligent Transportation System applications including connected/autonomous vehicles technologies.

Salary and Benefits

The salary range for Associate Engineer is $97,137.69 – $129,534.99 annually.  Placement within the range is dependent upon qualifications.  A 5% base pay incentive is available for employees with a confirmed Civil Engineer license.  The City’s excellent benefit package includes:

  • CalPERS Retirement.  2% @ 60 for classic CalPERS members; 2% @ 62 for new CalPERS members. 
    • Medical Insurance is provided to employees through the CalPERS Public Employees Medical and Hospital Care Act (PEMHCA).  Employees have a choice between three Anthem Blue Cross PPO plans and several HMO plans from Anthem Blue Cross, Blue Shield, Kaiser Permanente, and United Healthcare & Health Net.  City pays up to the Kaiser Bay Area Rate (see the benefits matrix for more information). 
  • Dental and Vision insurance for employee + all eligible dependents – 100% City paid
  • Vacation: 12 days annually, increasing with years of service
  • Sick Leave: 12 days annually, with option of converting a portion to cash or your 457 account each year
  • Short and long term disability insurance – 100% City paid

  • Group life insurance equal to 2X annual salary (up to $500,000) – 100% City paid

The Selection Process

Interested individuals must apply on line at www.calopps.org. The most qualified candidates, as determined by initial screening of applications, will be invited to an oral board interview.  The eligibility list will be established from the interview process. Individuals on the eligibility list may be asked to participate in a second round of interviews based on specific individual qualifications and the City’s needs. The eligibility list will remain in effect for one (1) year for potential future vacancies.  

The tentative recruitment timeline is as follows:

  • Position Closes: June 18, 2018 at 5:00 p.m.
  • Oral Board interviews:  Week of June 25, 2018
  • Second interviews:  Week of July 9, 2018
